Excellent rates for ONGC in 18 vessel tender

ONGC has received excellent rates in its tender to hire 18 vessels.

When ONGC opened price bids on October 27 (2023), Mumbai-based Prince Marine bid the lowest in Category-1 for five 80-tonne anchor handling tugs (AHTS). Prince offered China-built but India-flagged Thera for an EDR of $11,798.82, including GST at 18%.

Next was Greatship, quoting $11,894.40 for Greatship Aditi, built in Sri Lanka. In third place, Priya Offshore quoted $11,926.26 for foreign-flagged Priya-2090.

Next was Priya Offshore's India-built Priya-23 at the same EDR. Indonesia's PT Wintermar followed with $12,430.91 for China-built and foreign-flagged Winposh Resolve and Winposh Regent.

HAL Offshore was last, with $12,834.86 for India-flagged Taurus 24. But ONGC will need to award LoAs fast or risk scaring away bidders if it tries to negotiate, says a source.

He adds prices in this tender are 25% lower than seen globally. Unless ONGC negotiates, Prince should receive the LoA for Category-1.

Four others will receive LoAs if they match Prince's price. ONGC received 17 offers in this category but only seven confirmations.

In Category-2, ONGC wants three 3000-DWT Platform Supply Vessels (PSVs) and received three confirmations from nine offers by the August 8 (2023) deadline. Mumbai-based Samson Maritime bid lowest with China-built but India-flagged Emerald at an EDR of $12,001.50, including 5% GST, followed by Greatship offering $12,096 for India-flagged Dhwani.

Last came PT Wintermar, quoting $15,275.30 for India-built Sea Bass. ONGC wants eight 1500-DWT Offshore Supply Vessels (OSVs) in Category-3.

By the price bid opening date, it received 12 confirmations from 19 vessels. HAL Offshore bid the lowest, offering Sea Diamond and Sea Pearl, at $11,214.51, including GST.

SS Offshore quoted $11,326.83 for Indonesia-built but India-flagged Sagar Pride. Sadhav Shipping offered $11.363.40 for India-built and flagged Canara Pride; Greatship quoted the same for Sri Lanka-built and India-flagged Anjali.

ABS Marine offered $11,395.26 for India-flagged ABS Anokhi, followed by Seros Shipping offering $11,516.80 for Samarth and Shaurya. Hoger Shipping offered India-flagged Mana-15 at $11,575.80, while PT Wintermar offered China-built, foreign-flagged SMS Serenity at $12,667.99.

Vietnam's Hai Duong came last, offering foreign-flagged vessels Hai Duong-66 and Hai Duong-67 at $12,744.
