RINA wins Neelam-Heera job
Italy's RINA Consulting has won an ONGC assignment to inspect and maintain process and unmanned wellhead platforms for three years at the Neelam and Heera fields off Mumbai.
On October 18 (2023), ONGC awarded RINA an LoA for Rs4.8cr ($640,000). Under the 'Framework Agreement,' engineering consultancy RINA will help ONGC refurbish and maintain the Neelam and Heera field surface facilities.
When ONGC opened price bids in September 2023, Coimbatore-based Kavin Engineering came second with Rs5.6cr ($746,000), while Bangalore-based Nauvata Engineering was third with Rs8cr ($1m). ONGC evaluated the bids using its Quality and Cost Based System (QCBS), allocating 70% to technical competency and 30% to price.
RINA had the highest technical score at 85%, followed by Kavin with 80% and Nauvata with 78%. Under the assignment, ONGC will tell RINA which Neelam and Heera equipment or systems must be refurbished or replaced.
RINA engineers will visit and inspect the relevant platform and prepare technical specs for ONGC to float a tender. Once offers come in, RINA will evaluate technical bids, and ONGC will open price bids.
RINA will then oversee the work as the project consultant. ONGC has three process platforms and 25 unmanned wellhead platforms at Neelam and Heera.
Until now, ONGC has been awarding consultancy assignments for all western offshore platforms through a single tender, last won by RINA, for three years. Before that, Kavin won this three-year consultancy assignment; before Kavin, it was with Saipem-Triune.
"From this year, ONGC has split this western offshore assignment into two," says a source. "One for Neelam Heera and the other for the Mumbai High fields."
Now that ONGC has awarded the Neelam and Heera framework tender, expect a similar tender soon for the Mumbai High surface facilities.
