After receiving the pre-FEED report, ONGC is preparing to invite offers for EPC contracts to develop three eastern offshore fields.

ONGC plans the integrated development of the shallow water DSF-3 field KG/OSDSF/CHANDRIKA/2021 with the nearby KG/OSDSF/GS49/2021 (GS49) and YS-6 fields. On offer will be a contract to procure and install a subsea production system, umbilicals, risers and flowlines and modify ONGC’s existing onshore receiving terminal at Odalarevu on the Andhra Pradesh coast.

A source says ONGC is considering whether to issue a single tender or two tenders: one for the subsea portion and another for the onshore modification work. Odalarevu currently handles production from the S1 and Vashishta fields, as well as the U fields within deepwater discovery block KG-DWN-98/2.

However, production from S1 and Vashista is expected to decline sharply from 2025, yielding spare receiving capacity at the Odalarevu terminal. "There will be no need for additional receiving facilities (to handle gas expected from the DSF-3 field)," we hear.

"ONGC needs to modify existing facilities to receive the new produced gas." ONGC (70% and operator) and IndianOil (30%) are partners in KG/OSDSF/CHANDRIKA/2021.

Production from the Chandrika, GS49 and YS-6 fields is expected from 2026 from eight proposed development wells from fields in water depths of 6.5 metres to 320 metres. Italy’s RINA Consulting is ONGC’s consultant and received the LoA for this 45-month assignment on October 13 (2023) for Rs80.82cr ($10.8m) including 12% tax and Rs11cr ($1.5m) travel expenses.

RINA submitted the pre-FEED on January 16 (2024). ONGC must discuss the options suggested in the pre-FEED with partner IndianOil before selecting one option for RINA to prepare the FEED.
